WASHINGTON (MarketWatch) - Investors should get used to the Federal Reserve discussing market stability issues, said Charles Evans, the president of the Chicago Fed, on Thursday. Many analysts have argued that the Fed's zero-interest-rate policy has fostered instability, so it's "incumbent" on the U.S. central bank to address instability risks, he said.
